Tsuzuki is really well known and respected in his world of the gods (he has personal contracts with 12 of the most powerful and has attempted more). He's also extremely knowledgable about demons and gods and afterlife stuff. And desserts. He is apparently the next in line for the king of hell's throne, he's that powerful. >.> Not that he seems like it if you don't know him.
Hisoka is empathic with very little control over it.
None of that will likely come up in this plot. Probably. They're both government employees? And poor? (Tsuzuki keeps destroying stuff or breaking rules and being fined and then borrowing money from Hisoka)
