You're more than welcome to RP out a brainstorming/planning session for this! We don't really see a space for this in the BDE itself, though. The island will only be aware of the situation in Baltimore for 24 hours before it gets resolved; the city has 600.000 residents, many of whom don't believe anything evacuation-worthy is really happening, which would be a massive logistical headache under any circumstances. There won't be enough time and materiel (ICly) and players/admin time (OOCly) to run an evacuee squad alongside everything else.
