Rosa D. As said elsewhere, neither one of them would require the other to talk plus it'd give him the unique experience of not being the craziest person someone has dated.
Jayne. She made him laugh. Even he thought he didn't know how to do that.
Octavia. Strong, dark hair, seems to understand not talking much and also dealing with fucked up shit.
Yennefer. Strong, powerful, dark hair. Sue him for having a type.
Bucky. Probably not a talker either plus hey mutual understanding of guilt over kill counts. Which they would not be talking about.

Comes with the caveat that he would much rather take someone out on a few dates and see how things are before deciding to go any further. So this is his list of people he would not mind trying a few dates with based on having met them.

Liz. Sweet and strong and brave. His dearest friend on the island. If she wasn't in a relationship he might have asked but she is (and he can respect the boundaries when the person isn't being broken up with and making the first move besides, Marc). As such he's glad she's happy with Prompto and is grateful for her friendship.
Irene. Is fully aware she is light years out of his league but if she asked he'd absolutely say yes. Probably stammer himself into a heart attack but say yes. Has exactly zero clue she isn't into men.
Watts. If Steven knew Watts did go that way he might invite him for a coffee and see if anything sparked. But Steven doesn't because we cannot stress enough Steven's utter lack of anything remotely resembling gaydar.
Lucifer. Same problem as Irene (way out of his league) and Liz (in a relationship) but Steven does have eyes. Also imagining Konshu having to have conversations with the devil is hilarious and would make the entire relationship worth it even if Steven did have to play avatar telephone to make it happen.
Jon. Becoming a good friend. Little awkward that Steven's currently not sure how much he can tell Jon about him and Marc due to the whole Fear thing. But open to the idea.
Summer. In a relationship of course but if not for that she seems rather fun, which matches his own optimistic nature.

Well, I'm not really...I don't "hit" people, but a list of people I would be interested in dating or cuddling with.

1. Eliot. He's friendly, and softer than I think he tries to be. He makes me smile.
2. Margo. Look, I have a type, I'll admit it, and that type is "can absolutely be nurturing, but is also never afraid to cut you". I have a bit of a crush.
3. Irene. Because, well...my type. Not that she's exactly nurturing, but she's supportive. And she looks like she gives good hugs.
