Note Regarding Admin OOC comments
Just a quick note:
If you are bothered when the administration leaves OOC comments to you about official rulings and such, feel free to ask us to screen said comments, and we shall do so immediately. We mean not to humiliate. It is merely often faster to do such a thing when quick interception would do good. Sometimes, we do it deliberately in hopes that such a thing would make little issues obvious to the rest of the game community, so other folks can avoid making the same mistakes.
We don't play favorites.
We don't mean to hurt you.
We don't mean to spoil your fun.
We're just here to make sure things run smoothly for everyone.

I certainly understand why some issues are better kept to private emails between the admins and the player in question, but for a lot of the little stuff I don't think there's any such thing as the admins being too into communicating with everyone in the game.
As you say, this way other people can avoid making the same mistakes. Plus people will know if they've actually screwed up. If things are, with the best of intentions, kept too private and the public face too unspecific, it can leave everybody in the game wondering if they're the ones who have done something wrong. It creates confusion, and taken to an extreme makes mod decisions seem random and as though they came out of nowhere.
Specific, public OOC nudges allow people to understand what the mods mean when they say "Don't do XYZ." and we can all adjust our playing as needed.
