How do you want to handle Alfred getting his restaurant in game? I mean, that's what he applied as doing, opening up a restaurant. And with Red gone, the official channel for him to apply for a building is gone.

As we're still setting things up with the current changes, I think it's best to just handwave the explanation in game. While the mayor is gone, I'm sure there's some nice NPC personnel around that will happily fill out the right forms for you.
