As in, people can be around him for quite a while without knowing he's not alive and he can get a lady pregnant. And he's a completely insane school shooter/murderer/rapist, so clearly he's quite a charming sort.
Obligatory disclaimer: I know Tate's triggery as hell just by the nature of the character. I'll put warnings in the subject lines and use cut-tags as necessary so people who would rather stay away form his more disturbing past deeds can. He does however consider himself reformed at the post-canon point from which I'm pulling him. Obviously that won't last when possession becomes an option, but points for trying?

Can either look like a traditional ghost (ie. blue and see through version of what he looked like when he died) or like the Grim Reaper (ie. an anthropomorphic brown blanket with claws and a big ass scythe). Not that he's visible to regular folks, but for those who can see ghosts/other ghosts, this second form can be super creepy. He puts glowing red numbers on the foreheads of his intended victims -- again, not visible to most folks, but for those who can see it, spooooooookyyyyyyyyy.
There may be some lurking around nubile young women looking for a new murder bride (god I love this canon). Lurking and other nasty behaviors will be entirely OOCly consensual, and may actually end up just focussed on my own characters.
(This is the spree/serial killer obsessed with upping his body count I asked about, but I spent literally all day yesterday working out how to make him creepy without actually killing anybody. IT'S JUST NOT THE SAME WITHOUT HIS GIRL!

She can kill with prolonged contact. She also possessed the Impala once (!) but that shouldn't be an issue in Fandom. Unless people hang out with her in the car park.

My character would like to change sides at some point! She's basically a good person, just was very desperate to see her husband again, and isn't really ready to believe she's actually for-good-dead yet. If that angle can be resolved, then she'll want to keep people safe, and be sorry about any trouble she caused Kenzi.
Anyone who wants to join in Malcolm's "Resolving Past Live Issues" panel is welcome. Focus is on finding a good medium, not traumatizing them to the point they can't help, visiting family that's still alive, and accepting what can't be changed and finding substitute coping mechanisms.

For the most part, Boo's just going to be terrorizing. It's kind of what Boos do (unless there are races to be had). But he'll definitely give possession a try, to see what all the hype is about. Probably Sparkle or Nikolai.

Aside from a weird combination of extreme shyness (he'll freeze up and cover his eyes if any of the living look directly at him) and over-inflated ego (The Big Boo in Mario RPG is actually just a regular-sized Boo, hanging out with a Dry Bones and a Greaper and pestering Mario in his sleep), he has no real special powers above and beyond what any Boo in the game can do. Teleportation, command of some lightning magic, and weakening people by screaming or making scary faces at them are all within his arsenal, and he won't hesitate to bust them out if he feels threatened.
Mostly, though, he just wants to mess with people by trying to talk them into playing games with him while they're sleeping. Mario villains don't get too villainous, really.

Not even on purpose; Samara's presence at the convention will just make the video play. Said video won't have any effect on ghosts, though, besides presumably boring them once it starts to repeat. Characters can also use the equipment to play their own (meta) movies; it's a fairly polite curse when it comes to sharing broadcast space with other ghosts.

(Since the ghosts will all get banished from the island before those seven days are up, ain't nobody gonna die; they'll just see some scary crap, have some nightmares, cough up some electrodes, get a nosebleed, almost drown in the bathtub. As you do.) She might crawl out of a few tvs just to scare folks, but she won't be able to kill them yet.

Samara can give people hallucinations/nightmares of images from her life (the kind of things seen on the tape) and make some of those things affect her victims in the physical world (especially if it involves water). She can also imprint those images on various media (tape, x-rays, probably computers, as well as burning them into flat surfaces like walls). She scares the crap out of and has some control over animals, which she'll probably make use of during the finale fighty.
She might appear to anybody (canonically it's probably only the psychically sensitive, but since Ingvar is boosting all the ghosts...) but she can only physically harm those who've seen her video.

Tsuzuki is really well known and respected in his world of the gods (he has personal contracts with 12 of the most powerful and has attempted more). He's also extremely knowledgable about demons and gods and afterlife stuff. And desserts. He is apparently the next in line for the king of hell's throne, he's that powerful. >.> Not that he seems like it if you don't know him.
Hisoka is empathic with very little control over it.
None of that will likely come up in this plot. Probably. They're both government employees? And poor? (Tsuzuki keeps destroying stuff or breaking rules and being fined and then borrowing money from Hisoka)
